I use Windows XP 32bit and I would create a videosurveillance system with my pc and 2 cameras like this.
But  I'm undecided if buy 2 of this product (TYPE A):



Or one of this (TYPE B):


Does the (TYPE B) register correctly simultaneously with no lag at least 2 video streams?

I'm working on something similar at the moment.

TYPE B is a single video capture device which switches between the 4 inputs, the only software it will work with is the MultiViewer software that comes with it (although I gather some other people have figured out how to do the switching outside the shipped software)

Unfortunately it appears you're generally out of luck though, I've not been able to get 2 of the TYPE A adapters to work under Windows XP, they install fine (although you'll get prompted to re-install them everytime you restart with 2 plugged in) but when I try to access both devices simultaneously my machine crashes with a STOP error 0x0000007F.

That said the version I'm using is an old stock DC60 device, I'm not sure if the DC60+ uses different drivers, if it does you may have better luck with two of those.
