I am trying to transfer VHS tapes to my laptop using DC60 version 2.1c into Ulead Video Studio Editor. The PC is connected to the VCR via.switched scart into USB. The problem is when I click onto capture the video playing does not show on the PC screen,it turns on the webcam and despite clicking on different buttons this is all I get.Have checked in device manager & software is said to be working properly(system is Windows Vista)  My question is how can I get the video to play on the PC.?And have I installed correctly.Hope any answers are not too technical, only basic computer knowledge.

Sound like you have a conflict of drivers if your webcam is turning on.

You need to go into your pc's device manager and disable your webcams driver, reboot and try it again.
